Most adults who "cannot speak English" can in fact read it, understand films in it, and write a passable message in it. What stops them is not vocabulary. It is the half-second of judgement they expect the moment they open their mouth.
Start with sentences, not grammar
Learn ten complete sentences you will genuinely use this week. Say them out loud until they need no thought.
Speak before you are ready
Waiting until your English is "good enough" is the trap. Fluency is built by speaking badly for a while.
Get corrected by a person
Apps cannot hear that you are stressing the wrong syllable. A teacher can, in one second.
